Google does a quick U-turn, pulls out India from the list of countries where developers can sell paid Android apps

Only yesterday, we wrote about Google adding India to the list of countries where developers can register as Google Checkout merchants. This meant Indian developers could finally sell paid apps directly through Google Play Store, instead of opening accounts in countries that supported this service – so that they could sell the apps.

But apparently, the search giant has done a quick turnaround and removed India’s name from the list. While we were wondering why Google did not come out with an announcement for the same (we also wrote about it), the reason has become clear now.

We got to know about the development from one of our readers who also mentioned that Google said “it was a mistake from their side.” We have also contacted Google for more clarity on the matter and are awaiting a response on the same. Another reader has also pointed out that Google Wallet still doesn’t give permission to add a Google business account from an address in India.

If you look at the image below, you can clearly see the addition and subsequent removal of India’s name from the list.

I’ve one question. How do application developers from the countries who are not in this merchant list (like India) publish there paid apps in the market. I mean there must be some way.

Do they have to open a bank account in other country like US and open a merchant account from that.

Is it allowed & legal?

Is there a BIG issue with Google Play doing a flip flop by adding and then taking out India from merchant location list given that more than 90% of downloads from Google play happen for free apps? Infact, as per some estimates, free app downloads from countries like India and China should be close to triple digit number!

In app purchase (IAP) and ad revenue are the most common ways for free app monetization. However, one should understand whether the ad networks etc. are adhering to Indian tax regulations while remitting share of ad revenues to Indian publishers. While most of ad networks (except for Inmobi, Komli etc.) may get away as they dont have a PE in India, Google may be right in going slow just to make sure that its on the right side of Indian laws (which are supposed to be one of most complex anywhere in the world!)
